Kiri Vehera is traditionally believed to have been built in the 3rd century BC, although the exact year of its construction has not been conclusively established. According to traditional accounts, the stupa is associated with King Mahanaga, the brother of King Devanampiyatissa. Its origins are closely connected with the ancient Buddhist traditions of the Ruhuna region, which played an important role in the spread and development of Buddhism in Sri Lanka.

The stupa is notable for its white, dome-shaped structure, which gives it a distinctive and peaceful appearance. The name “Kiri Vehera” is commonly associated with the Sinhala word “kiri,” meaning milk, reflecting the stupa's white appearance. Like other Buddhist stupas, it represents the spiritual teachings of Buddhism and serves as a place for devotees to offer flowers, light oil lamps, burn incense, and engage in meditation and prayer.

Kiri Vehera holds a special place in the religious life of Kataragama. Many pilgrims visit the stupa before or after worshipping at the Kataragama Devalaya. The area is especially busy during the annual Kataragama festival, when devotees from different parts of Sri Lanka gather to participate in religious observances and traditional ceremonies. The presence of different religious traditions in Kataragama reflects the town's importance as a shared centre of pilgrimage.

The surroundings of Kiri Vehera contribute to its peaceful atmosphere. The sacred site provides an opportunity for visitors to reflect on Buddhist teachings, practise religious devotion, and appreciate Sri Lanka's cultural heritage. The monument also plays an important role in preserving the historical and spiritual identity of the Kataragama region.
